City Council meetings are held on the first and third Thursdays of each month at 6:00 PM. An agenda for each month’s meeting is always posted at Fremont Hills Country Club (where our meetings are currently being held) and at the City’s public notice bulletin board at the corner of Winged Foot Drive and Rolling Hills Drive. If you would like a monthly agenda sent to you by e-mail, just send us your address. All residents are welcome to attend.

My Family and I have called Fremont Hills home since 2009. What a beautiful place to live conveniently located to all area attractions. My wife Heather and I have three beautiful kids who are very active and keep us busy all the time! Heather and I have owned and operated two retail businesses here in the area and we both have a passion for retail.
Currently serving as Mayor, I’ve served 3 terms as a Ward 2 Council Member and President of the Board. Fremont Hills is a great place to live and play. The city council and all those involved with the city, work hard to keep Fremont Hills an attractive city that is both fiscally sound and appealing to those who live here and those that desire to live here. We are very proud to call Fremont Hills home!

Sunthosh Parvathaneni, Alderman Ward 1

Sunthosh has lived in Fremont Hills since 2018 with his wife Tara. Sunny grew up in Chicago and then spent several years constantly on the move, Wisconsin, Texas, Ohio, and Tennessee where he studied Cardiovascular Medicine and Electrophysiology.
He moved to Springfield in 2012 to start a career at Mercy Hospital. Sunny currently serves as a Board Member of the Mercy Health Foundation and Tara is a member of the Foundation’s “Women with a Mission” program. He has served on the Internal Review Board of Mercy as well, which is a program that reviews ethical standards of research projects across the entire Mercy Hospital System. He’s an assistant professor for University of Missouri’s School of Medicine, teaching the future of medicine.
Prior to moving to the City of Fremont Hills, Dr. Parvathaneni spent 2 years as a member of the HOA for the Eaglesgate Community in Springfield. Sunny and Tara love the community, the energy, enthusiasm, and pride each citizen has for the City of Fremont Hills and hopes to support the growth and togetherness of the community.

Damon Mills, Alderman Ward 1

Damon Mills has lived in Fremont Hills for the last eight years. He has been actively involved in
the community even before joining the Board of Aldermen, including assisting with the City’s
Christmas Decorations. Since joining the Board, he has become the Committee Chair on the
feasibility of bringing a new fiberoptic internet system to the City. Damon has worked for
Missouri Eye Institute for the last eighteen years as an IT professional. He is a graduate of
Evangel University. He is married to Ann Littell Mills, who formerly served on the Board of
Aldermen. In his spare time, Damon can most often be found in his garage working on his
classic Chevelle.

Kerry Nelson, Alderman Ward 2

Kerry is a native of Christian County growing up on a family farm and graduating from Clever High School. He attended Missouri State University first earning a bachelor’s degree in psychology, and then a Masters degree in Criminal Justice Administration.
Kerry began working for the Missouri Board of Probation and Parole in 1990. From 1997 to 2017 he served as a District Administrator out of Branson where he managed operations of five county offices comprising the 38th and 39th judicial circuits. Kerry was also an adjunct instructor in the Criminology department at Missouri State University. At the end of the summer of 2017 Kerry retired from the Board of Probation and began a new career. He now works for Tomo Drug Testing out of their corporate office in Springfield. He serves as an account executive assisting treatment court and community-based justice programs addressing the addiction problems in our country.
Finally and most importantly, Kerry and his wife Leslie, have a daughter who attends Ozark High School.

Jon McKinney, Alderman Ward 2

My family and I have lived in Fremont Hills since 2016. We greatly enjoy the community and appreciate the wonderful friends we have made in just a few short years. Fremont Hills is a special place and worthy of investing time and resources into.
I am a graduate of Missouri State University (2004). In my professional life, I am the owner of GLS Insurance Group PLLC (Grow. Lead. Serve), as well as, a real estate investment company Master Planned Properties LLC.
My primary role within each company is leading professional team development, teaching, and investing in the professional growth of others which is something I am
tremendously grateful for.
Our family is active in Ozark schools, local sports programs, and we attend LifePoint
church. In our spare time, you can typically find us attending a youth sporting event for
one of our four children, traveling down to the lake, or firing up the Big Green Egg with
our Fremont Hills friends.

Randy West, Alderman Ward 3

I’ve been a resident of the City of Fremont Hills since June 2012. I grew up in the area, but spent nearly 20 years away, following my career. My wife and I had always planned on returning when the opportunity was available and we are very happy to have made our home in Fremont Hills.In the years following my graduation from Missouri State, I worked at a couple different engineering companies in Springfield. I was soon packing up and moving to Evansville, IN for a short time, before eventually making my way to Cincinnati, where I spent 16 years. It’s there where I started work at Anthem, Inc. In all, I’ve had over 22 years of experience in I.T., ranging from network design, implementation, administration, and project/vendor management.I’ve spent years as a distance runner, an amateur astronomer, and member of a local home brew club. My family and I enjoy backpacking, golfing, water sports, and really anything active and outdoors.

Alisa Lowry, Alderman Ward 3

Alisa Lowry, Alderman, Ward 3 currently serves as the Director of Autism Services at the Arc of the Ozarks in Springfield, Missouri. Alisa and her husband have been residents of the City of Fremont Hills for 12 years.
This is my 2nd term serving as an Alderman for the City. I was elected to my first term in April of 2010 where I served for 2 years. I also served on the Board for Fremont Hills Country Club from August 2012 – December 2012.
I became involved with our city due to the annexation issue that was an issue for the City in 2009. I wasn’t very involved until that issue, when someone stated that “they didn’t know who I was, and if I was so passionate about the issue, how was it that they never saw me at any of the meetings before then?” Hmm… Be careful what you wish for, right?
So, I am using my talent, knowledge and experience in Non-Profit Administration along with an eagerness to learn to the City.
What is the attraction to being an alderman? The City of Fremont Hills – is an amazing place to live – yes, It IS a CITY (4th class) NOT a SUBDIVISION! –We ARE NOT an HOA. We are an established city with a voice in Christian County. It is a mature city with beautiful trees, well maintained homes and streets. The citizens of Fremont Hills are great. They are passionate, family- focused, hard-working people that enjoy their leisure time. They take pride in their community, are involved, looking out for each other and their neighbors. Many enjoy being members of the Fremont Hills Country Club that is located within the boundaries of the City. The club offers a challenging 18-hole golf course, a state of the art swimming pool and a nice bar and grill. Whether it is being able to drive their golf-carts to the course, drop kids off at the pool, grab a meal with friends, hand out cases of candy at Halloween to loads of trick-or-treaters every year, or sell items at the annual garage sale every April, it is what defines living in the City of Fremont Hills. I am thankful for those that have served before me as our representatives. I have learned a great deal from my time as an alderman and am proud of the accomplishments and financially sound decisions we have made for the City. I have a lot of respect for the amazing individuals that I am fortunate to serve with while on the Board of Alderman.
I have 25+ years of professional experience in not-for-profit organizations and serve on numerous boards, most recently with the Arc of the United States, Missouri State Chapter. I have a Bachelor’s Degree in Social Work and a Bachelor’s Degree in Psychology.
I have a solid track record of administering successful programs. In addition to managing a well-known Autism Services Program at the Arc of the Ozarks, and am currently overseeing our recent acquisition, a private school and autism center in Springfield known as Rivendale Center for Autism and Institute of Learning.

I am married to Jeff Lowry who is an Industry Marketing Manager with Dolby Labs. Jeff and I share our home with our fur children – MoviStar, a 3 year old golden retriever, Clemson, a 15 year old tabby, Little Guy, a 5 year old Seal Point lilac, Riv – the chinchilla and Dale – the gerbil. I love SEC football – specifically, the Auburn Tigers! I enjoy, running, swimming, cooking and reading.

Dale Batson, Project Manager

Dale Batson has been hired as the new Project Manager for the City. Dale has been a resident of Fremont Hills for 7 years and has experience in construction/street/stormwater/utilities infrastructure maintenance and property management.
Welcome Dale as he assumes his role as the third only project manager in the city’s 32 years of existence.

Kay O’Neill, Deputy Clerk

My family and I have been residents of Fremont Hills since we built our home in 2012 when we moved from the frozen tundra of Wisconsin to the much warmer climate of Missouri. Needless to say, we remain loyal Packers’ fans! Our daughters keep us very busy with sports and other activities. We enjoy spending time with family and friends, traveling, golfing, and running/walking. We enjoy living in this beautiful city; it is such a great community with so many friendly people.
I have 20 years of experience working as an administrative assistant for Georgia-Pacific. After moving to Missouri, I worked for CoxHealth for six years in an administrative capacity. I’m a proud supporter of The Boys and Girls Clubs of Springfield and Heart of the Ozarks SERTOMA, which are charities that provide healthy learning environments for youth within our communities.
I am excited to be working in such a wonderful community and look forward to meeting the
